Biotuotetehtaan rakentaminen toteutetaan tilaajavetoisena osaurakointina, mikä tarkoittaa sitä, että rakentaminen ja eri urakat on jaettu useampaan pienempään osaan. Näin myös paikallisilla ja pienemmillä yrityksillä on mahdollisuus osallistua rakentamiseen. Vuorokauden aikana työmaalla toimii noin 650 eri urakoitsijaa. Koko projektin aikana työmaalla on työskennellyt kaikkiaan yli 1 000 eri yritystä, joista suomalaisia on ollut 92 prosenttia. Kokonaisuudessaankin biotuotetehdashankkeen kotimaisuusaste on korkea, yli 70 prosenttia.

Metsä Groupiin kuuluva Metsä Fibre edellyttää lakien ja työehtosopimuksen noudattamista läpi koko alihankintaketjun. Esimerkiksi tilaajavastuulain noudattamista valvotaan hyvin tarkasti. Kaikilla työmaalle tulevilla urakoitsijoilla tulee olla tilaajavastuuasiat kunnossa, ennen kuin heidän työntekijöilleen myönnetään työskentelylupa.

Biotuotetehdastyömaalla on käytössä projektinhallintajärjestelmä, jonka avulla voidaan saada tarkkaa ja ajantasaista tietoa siitä, millaisia urakoitsijoita työmaalla on, kuinka paljon ihmisiä on paikalla tai mitä kansalaisuuksia he edustavat. Järjestelmästä myös toimitetaan verottajalle lain vaatimat työntekijätiedot kuukausittain, ja tietoja säilytetään muun muassa aluehallintovirastoa varten.
