Länsi- ja Sisä-Suomen aluehallintovirasto (AVI) on myöntänyt Metsä Fibre Oy:n Äänekosken biotuotetehtaalle vesilain mukaiset luvat vesialueen ruoppaukselle ja täytölle Miilunlahdessa ja sillan rakentamiselle Äänejärven alajuoksun yli.

Päätöksiin sisältyvät lupamääräykset rakenteista, töiden suorittamisesta, ruoppausmassojen sijoittamisesta ja kuivatusvesien johtamisesta, suojautumis- ja varautumistoimenpiteistä vesialueen samentumisen estämiseksi sekä vesialueen tarkkailusta rakentamisen aikana. Lupapäätöksissä on myönnetty myös valmistelulupa, jonka perusteella työt voidaan aloittaa mahdollisesta muutoksenhausta huolimatta.
