Mikä on YVA-menettely?

Biotuotetehtaan toteutuminen edellyttää YVA-menettelyä, jolla tarkoitetaan ympäristövaikutusten arviointikäytäntöä. Sen avulla pyritään vähentämään tai estämään hankkeen haittavaikutuksia ympäristöön.

YVA-menettelyssä hankkeen vaikutukset arvioidaan suunnittelun yhteydessä ennen kuin päätöksiä tehdään. YVA on siis suunnittelun apuväline, jonka tulokset huomioidaan hankkeen lupaharkinnassa. YVA-prosessi on luonteeltaan tiedottava ja osallistava. Siihen voivat osallistua kaikki, joihin hanke voi vaikuttaa.

Metsä Fibren biotuotetehdashankkeessa YVA-menettelystä vastaava yhteysviranomainen on Keski-Suomen ELY-keskus, joka muun muassa huolehtii arviointiselostuksen tuomisesta nähtäville. Arviointiselostus on nähtävillä vähintään kuukauden ajan, jolloin viranomaisilta pyydetään lausunnot ja asukkailla sekä muilla intressiryhmillä on mahdollisuus esittää mielipiteensä yhteysviranomaiselle. Yhteysviranomainen kokoaa annetut lausunnot ja mielipiteet ja antaa niiden perusteella oman lausuntonsa viimeistään kahden kuukauden kuluttua nähtävillä olon päättymisestä.

YVA-menettely päättyy, kun yhteysviranomainen antaa lausuntonsa YVA-selostuksesta. Lupaviranomaiset ja hankkeesta vastaavat käyttävät arviointiselostusta ja yhteysviranomaisen lausuntoa omassa päätöksenteossaan.
