Biotuotetehtaan ympäristövaikutusten arviointi (YVA) ja lupaprosessi

Vain viikko Metsä Groupin biotuotetehdashankkeen julkistamisen jälkeen keväällä 2014 sitä esiteltiin Keski-Suomen ELY-keskukselle tavoitteena käynnistää välittömästi hankkeen ympäristövaikutusten arviointiprosessi (YVA). Samaan aikaan yhtiö oli sopinut ympäristöministeriön kanssa pilotista, jossa etsitään keinoja niin YVAn kuin eri luvitusten sujuvoittamiseksi.

Biotuotetehtaan YVAa oli valmisteltu jo pitkään ennen hankkeen julkistamista, joten ns. YVA-ohjelma eli suunnitelma, mitä YVAssa selvitetään, voitiin jättää varsin pian ELY-keskukselle. ELY toimi hankkeessa ns. YVA-yhteysviranomaisena. YVA-ohjelman virallisen kuulemisen, sidosryhmistä koostuvan seurantaryhmän ja viranomaispalautteen perusteella selvityksiä täydennettiin kesän 2014 aikana. Ympäristölupahakemus jätettiin lupaviranomaiselle eli Länsi- ja Sisä-Suomen aluehallintovirastolle (LSSAVI) syyskuussa 2014 ja luparatkaisu annettiin tammikuun lopussa 2015. Valituksia luparatkaisusta Vaasan hallinto-oikeuteen tehtiin kaksi, mutta ne hylättiin ja näin ympäristölupa sai lainvoiman huhtikuun lopussa 2015. YVAan ja ympäristöluvitukseen oli kulunut aikaa hankkeen ensiesittelystä viranomaisille tasan vuosi, mikä on poikkeuksellisen lyhyt aika.

Ympäristöluvan lisäksi tarvittiin myös muita lupia sekä asemakaavamuutoksia. Äänekosken kaupunki myönsi tarvittavat purku- ja rakennusluvat sekä vastasi asemakaavamuutoksista. Kemikaalilainsäädäntöön perustuvat luvat myönsi TUKES (Turvatekniikan keskus) ja uuteen sähkölinjaan sekä kasvihuonekaasupäästöihin luvat sai Energiavirastosta. Trafi myönsi lentoesteluvan.

Näkemykseni mukaan erittäin huolellisen ennakkovalmistelun ja jo lähtökohtaisesti ympäristöasiat tehtaan suunnittelussa hyvin huomioiden näinkin ison hankkeen YVA ja luvitus oli mahdollista viedä läpi sujuvasti ja nopeasti. Myös avoin vuorovaikutus eri sidosryhmien kanssa mm. YVA-vaiheessa sekä avoin tiedostus hankkeesta edesauttoivat luvituksen sujuvaa läpivientiä.
